Position Description

Cosmic AES is looking for an experienced and highly motivated Procurement Specialist to help led and manage material sourcing and purchasing of materials in support of prototyping projects for DoD customers.  The candidate will work with the engineering staff to understand equipment requirements, timelines, and budgets, but will also work directly with the finance/contracting staff to insure compliance with contract execution and FAR/DFARs. Other duties include maintaining compliance with DCMA Approved Purchasing System.  Will be Cosmic AES’ focal point for ITAR, Export control and counterfeit parts compliance

Job Duties 

  • Actively manage the procurement process from cradle to grave.

  • Identifies requesting project team needs and develops and refines specifications for commodities, supplies or equipment.

  • Examines and analyzes project team purchase requisitions for completeness and accuracy of information; contacts team or initiator to clarify or complete information; determines method to process requisition based on dollar amount, timeliness required, existing open contracts, and/or competitive bidding.

  • Identifies and selects vendor to procure requisitioned commodities, meeting criteria such as price, quantity, quality and delivery date and places orders.

  • Negotiate key agreements with suppliers to establish best-in-class pricing, flexibility, quality, delivery, payment, warranty, and service terms.

  • Manage flow down requirements and contract terms for purchases and subcontracts.

  • Manage suppliers through proactive methods and hold them accountable to objective performance measurements including; on-time delivery, service, warranty, and price performance.

  • Advise management of market conditions and supplier base activity, which could affect pricing, and/or future availability.

  • Develop an efficient and accurate system for monitoring all open purchase orders.

  • Work with the inventory management team to ensure that all deliveries satisfy the assigned purchase orders, report, and track back-ordered or missing products.

  • Support proposal responses through delivering initial Bill of Materials (BOM) to support overall Basis of Estimate (BOE).

  • Establish/maintain counterfeit part and detection and avoidance system.

  • Register, monitor and update the Government – Industry Data Exchange Program (GIDEP) website as required.

Required Qualifications :

  • US Citizens only as security clearance will be required.

  • Bachelor’s degree in related field.

  • 4+ years’ experience in technical buying, parts procurement / expediting, supply chain operations or contracts formation.

  • Knowledge of purchasing practices and procedures in accordance with FAR/DFARs and industry best practices.

  • Skill in preparing and analyzing complex technical specifications and bids.

  • Ability to react quickly in a dynamic environment.

  • A working knowledge of Microsoft® Office software tools.

  • Ability to work with and influence cross-functional teams.

  • Advanced analytical and analysis application skills.

  • A working knowledge of Deltek Costpoint 7 Procurement.

  • Experience with the Government Industry Data Exchange Program (GIDEP).

  • Familiar with ITAR rules and compliance issues.
